Capacity Payments

The final ingredient to supercharge coal

There is a long list of policy gaps that favour coal; a low carbon price is just the tip of the iceberg.

If coal plants get capacity payments, more urgent interventions would be needed to address these gaps.

On Wednesday 21st February 2018, ITRE will vote on capacity market legislation. Voting for Compromise Amendment 22A, in the Market Design file, would stop the dirtiest plants getting capacity payments. Ending of subsidy to power plants with emissions of more than 550gCO2/kWh is a vital step in ending their outsized contribution to climate change and air pollution.

In this briefing we show how the “550” legislation would stop Capacity Payments supercharging coal.
